Programme Manager - Attendance and Learning Support (Wellington)

2 x Fixed Term 12-18 months, full-time opportunity.

Candidates located in and able to work in the Ministry’s Wellington office are preferred, but not essential for the right candidate. 

We have two fixed term opportunities for Programme Manager – Attendance and Programme Manager – Learning Support.  This is an opportunity to work at the front of educational change for our future generations in a highly collaborative space with a focus on providing high quality advice and trusted implementation and delivery of key long-term strategies.   

These roles will work closely with the Deputy Secretary Te Pae Aronui | Operations and Integration, and other senior leaders across the Ministry and other agencies and will operate with a high degree of autonomy and accountability as you offer your technical proficiency, judgement, insight and thought leadership around strategic development and implementation for the programme. 

The Programme Manager will oversee the delivery of one of the two key programmes of work the Ministry is leading to increase attendance and learning support services and support.  They will provide high-quality programme management expertise and leadership with responsibilities for detailed programme planning, and hands on programme management.   

The successful candidate will be appointed at a salary based on their individual skills and experience.

About you | Mōhou ake
To be successful in the role you will be a strong practitioner providing high-quality programme management expertise to help deliver the Governments Attendance Target or the Ministry’s Learning Support Priorities work programme.

 

The Programme Manager Attendance will lead the implementation of the Attendance Action Plan as announced in 2024 to increase regular attendance rates by 2030, 80% of students are present more than 90% of the term. This will include several key attendance projects that are in various stages of development and implementation.

 

The Programme Manager Learning Support will lead the development and implementation of the Priority to strengthen the learning support system to allow the Ministry to respond better to the needs of learners and their families through evidence-based approaches and targeted investment and equitable educational outcomes.

 

The Programme Manager – Attendance | Learning Support will be responsible for detailed programme planning, hands-on programme management, reporting, risk management, and assisting in budget management and delivery for a Ministry programme or product to support the achievement of outcomes that are aligned to the Ministry’s purpose and agreed strategies. The role is also expected to provide high-quality advice to senior leaders, business leads and project managers, which provide programme oversight and governance. 

You will have in-depth knowledge and demonstrated experience in delivering complex, high-profile programmes of work and support the end-to-end process from policy development through to design, implementation planning and delivery.

You will be responsible for developing and managing the programme delivery schedule. You will work in conjunction with others and may lead several programme workstreams.

  • Demonstrated experience in leading, implementing and monitoring work programmes.

  • Experience of applying programme, project and change management disciplines to achieve outcomes.

  • Demonstrated experience of successful programme management in the public sector.

  • Strong collaborative skills and track record of achieving results through influence and partnership.

  • People and operational leadership experience within a complex environment.

  • Experience in leading, developing and delivering operational programmes and/or products.

  • Experience in leading organisational change that delivers intended outcomes.

  • Experience in building relationships and partnerships to achieve shared outcomes.

  • The ability to adhere to the Public Service Standards of Integrity and Conduct.

Te Mahau | Te Pae Aronui | Operations & Integration - Te Pae Aronui connects people, knowledge, services, and regulatory processes to help shape an inclusive education system. Te Pae Aronui was established within Te Mahau to help drive a focus on equity throughout Te Tāhuhu by connecting across the Ministry and providing expert support and services into the regions. Our group provides nationally consistent service design, practice guidance and systems to support the integrated teams led by Directors of Education providing flexible and responsive services. We deliver national resourcing functions, including inclusive learning support.
